OUTREACH – GOVERNMENT AGENCIES

CCS conducted outreach on competition policy and law for

participants in the Firefly Leadership Development Programme

Over 43 participants from the Firefly Leadership Development

Programme attended CCS’s outreach session held at INSEAD on 30

August 2016. Assistant Chief Executive (Policy, Business & Economics),

Ms. Ng Ee Kia shared with the government officers the framework for

competition law and policy as well as CCS’s work. The participants

were also introduced to the new toolkit for government agencies for a

competition impact assessment. The toolkit was recently launched by

CCS to help government officers better understand the competition

impact of their initiatives.

CCS engaged government officers at SMART Regulation 101

Conducted by the Civil Service College’s (“CSC’s”) Institute of

Governance and Policy, the SMART Regulation 101 course aims to teach

policymakers how to approach regulation design and implementation.

CCS was invited to the course sessions held on 8 September 2016

and 16 January 2017, where it presented an overview of its work and

the Competition Act, the Government and Competition Toolkit, and

explained how different types of government participations in markets

(e.g. licensing, regulation, procurement) can impact competition

in market. The participants, who came from various government

agencies, also learnt about the Competition Impact Assessment

(“CIA”) Framework and applied the concepts in the CIA Checklist

as part of a hypothetical case study activity. CCS also emphasised

the importance of conducting and how to go about conducting

competition assessment of government initiatives to reduce any

adverse impact of these initiatives on market competition.

Outreach at HDB Procurement Forum on strengthening public

procurement

CCS reached out to some 350 procurement officers at the HDB

Procurement Forum on 17 November 2016 to share with them

on how to detect suspicious signs of bid-rigging, and ways to

structure tenders that will minimise the risk of bid-rigging. CCS

further expanded its outreach efforts by setting up a booth at the

Forum that distributed related information and collaterals to the

procurement officers.
