Transfer Of Product Safety And Legal Metrology Functions From Enterprise Singapore To The Competition And Consumer Commission Of Singapore

1. The Competition (Amendment) Bill was passed in Parliament today. The Bill amends the Competition Act 2004 and the Enterprise Singapore Board Act 2018 to transfer the consumer product safety and legal metrology functions from Enterprise Singapore (EnterpriseSG) to the Competition and Consumer Commission of Singapore (CCCS). Related amendments will be made to the Consumer Protection (Trade Descriptions and Safety Requirements) Act 1975 and the Weights & Measures Act 1975.

2. Since assuming the fair-trading function from then-SPRING Singapore in 2018, CCCS has deepened its expertise and become a key pillar underpinning Singapore’s consumer protection ecosystem, responsible for promoting fair-trading practices among suppliers and consumers, and enabling consumers to make informed purchasing decisions.

3. The consumer product safety and legal metrology functions are related aspects of consumer protection that focus on upholding the safety of products and fair trade measurements. These functions are currently administered by EnterpriseSG’s Consumer Product Safety Office (CPSO) and Weights and Measures Office (WMO) respectively. The transfer will consolidate functions which are synergistic to CCCS and strengthen its mandate by enhancing its oversight of consumer protection issues.

4. EnterpriseSG and CCCS will ensure a smooth transition and continuity of operations, and support the public and industry stakeholders during the transfer process. In the interim, members of public can continue accessing the services and resources provided by the CPSO and WMO through existing channels listed on the following websites at https://www.consumerproductsafety.gov.sg/ and https://www.weightsandmeasures.gov.sg/ respectively.
